It isn%26#39;t just common everyday peasants like you and me who want to see Alcatraz.
The U.S. State Department sent foreign diplomats to California on a ';vacation'; away from Washington, so they can see a different side of America. A group of them toured Alcatraz. It may have been a little too real for some ambassadors who had done time for being politcal dissenters in their countries. But it sounds like on the whole, they had a good time.

I think dinner at North Beach followed by Beach Blanket Babylon and then on to the Castro would have been better for them.
I hope they do not have the same idea if Nelson Mandela ever visits the US again ;)

That thought crossed my mind too. As long as they brought them all this way, why not show them everything? Some Washington bureaucrat must have designed the tours.

Probably based on short attention spans... living inside the Beltway can do that to you, I%26#39;m sure.
